Civil Engineer, Pre-Construction & Permitting - Rome/Madrid (Roma, Rome, IT) Vestas Development represents the newest business unit within Vestas Wind Systems, tasked with the identification and preparation of wind farm sites prior to construction. The Pre‑Construction team is responsible for addressing every technical, logistical, and permitting requirement from the outset. Operating throughout the Mediterranean region, we support project feasibility by providing informed design input, comprehensive cost validation, and seamless coordination with both internal and external stakeholders. Responsibilities Conduct both desktop assessments and site visits to evaluate access constraints, topography, and suitability of existing roads and slopes during origination and pre‑feasibility phases. Design preliminary internal roads, crane pads, and turbine platforms using tools such as Civil 3D, AutoTURN, and Sierra Roads (or similar), adapting to terrain and transport limitations. Coordinate with subcontractors, consultants, project managers and environmental specialists to evaluate project viability. Interface with transport contractors to perform road surveys and logistics assessments from delivery points to wind farm sites. Evaluate road adjustments, intervention works and constraints (bearing capacity, bridges, tunnels, regulations). Support estimation of required transport interventions and recommend optimal methodologies. Review wind farm designs for compliance with standards for crane pads, access roads, foundations, crossings, earthworks and temporary works. Verify adherence to local restrictions and technical specifications. Verify bills of quantities and cost evaluations from subcontractors (excavation, transport, materials, site preparation, foundations). Ensure accurate cost data is included in Environmental Impact Assessment (EIA) packages. Prepare technical and administrative documentation for permit applications. Participate in public consultations as part of the permitting process. Inspect and verify feasibility of sites, logistics areas, access roads, landfalls, storage yards and harbors for transport and assembly. Follow up with contractors on technical documentation for Met Mast installation. Qualifications Master’s degree in Civil Engineering or a closely related field. Willingness to travel 40–50 % of the time to project sites across the Mediterranean region. Software skills: Proficiency in AutoCAD and Civil 3D (required); experience with AutoTURN and Sierra Roads, or similar swept‑path and route design tools (highly desirable); familiarity with GIS tools (advantage). Competencies Skilled written and verbal communication skills in English, with the ability to present technical information clearly. Proficiency in Spanish is not a requirement; nevertheless, a working knowledge would be considered an asset. Strategic problem‑solving approach to address technical challenges in the pre‑construction phase. Thorough, detail‑oriented and safety‑focused mindset. Ability to collaborate across multidisciplinary teams and implement effective action plans. Good understanding of geotechnical basics and ability to interpret terrain and soil condition.
