Summary You will serve as a IT PROJECT MANAGER (PLCYPLN) in the Commander, Naval Information Warfare Systems Command (NAVWARSYSCOM) of NIWC ATLANTIC, Naples, Italy. More specifically, serving the role of the NAVEUR/NAVAF Enterprise Systems IPT Lead within the Command and Operations Centers Division. Duties Help You will develop and execute IT project acquisition plans to meet cost, schedule, and performance constraints. You will plan personnel resources required to IT projects working with competency leaders to ensure success of projects. You will develop cost estimates for IT programs. Manage and report program costs to team, supervisor, customer, and sponsor. You will develop and execute risk management plans to meet cost, schedule, and performance for IT projects. You will lead and mentor teams and team members. Requirements Help Conditions of employment Must be a US Citizen. Must be determined suitable for federal employment. You may be required to travel on military and commercial aircraft for extended periods of time. If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months. Must be able to obtain and maintain a U.S. Passport. May be required to obtain a VISA dependent on the overseas country's laws/regulations. You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location. Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326. Qualifications Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Utilize analytical skills, evaluation techniques, and re-engineering methods to assess the technical, financial, and programmatic implications of prospective IT endeavors. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Manage stakeholder requirements from internal/external agencies helping execute and accomplish organizational goals and objectives. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Providing leadership, guidance, and mentorship to the workforce communicating organizational goals and objectives while aligning with the command's initiatives. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: analysis, reporting, coordinating, and facilitating working groups to meet and resolve project objectives. In Addition Your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-12 grade level or NO-04 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Utilizing experience in project (IPT/Div/Dept) Integrated Project Team/ Division/Department acquisition systems and other planning/tracking tools/models in order to research, develop, evaluate, integrate, implement, modify and track cost/schedule/risk/performance on major, complex projects or programs; 2) Demonstrating leadership and experience leading Information Technology (IT) projects for the Intelligence community in a dynamic and competitive business environment; including successful management experience and results in a multi-product/project, multi-location, multi-sponsor, and multi-operation organization consisting of projects and business areas varying in complexity, duration, and budget; 3) Demonstrating experience in assessing and analyzing projected business, future staffing requirements, and budget realities against trends and address their impact on the short and long term requirements of the organization's goals and strategic plans; and 4) Demonstrating knowledge of information technology principles, concepts, and methods (required) and their application in meeting customer operational requirements.
