Job Title : Government Partnerships Consultant – Social Protection Type of Contract : International Consultancy Division : Global Partner Countries – Thematic Team Duty Station : Rome HQ, Italy – with some travel Duration : 5 months – with possibility of extension BACKGROUND AND PURPOSE OF THE ASSIGNMENT : ABOUT WFP The United Nations World Food Programme is the world’s largest humanitarian agency fighting hunger worldwide. WFP works daily to ensure that no child goes to bed hungry and that the most vulnerable, especially women and children, have access to nutritious food. The Global Partner Countries Division (GPC) supports efforts to meet resource needs through engagement with governments and public sector institutions. The Thematic Team, created in 2021, advances WFP’s climate, resilience, social protection, and nutrition portfolios through strategic fundraising for development activities, which differs from humanitarian fundraising. ORGANIZATIONAL CONTEXT WFP seeks to fill the position of Government Partnerships Officer for Social Protection, based at Headquarters in Rome, Italy. JOB PURPOSE WFP relies on voluntary contributions to fund projects. Building relationships with public sector partners is vital for supporting projects that impact millions globally. Fundraising for development partners, especially in social protection, is increasing following WFP’s Strategic Plan approval. This requires targeted, cross-departmental strategies and expertise in social protection financing. KEY RESPONSIBILITIES : Implement a government donor engagement work plan on social protection, fostering partnerships aligned with WFP’s strategic goals, including organizing discussions, events, and publications. Position WFP’s value proposition with partners, develop tailored engagement materials, and support internal coordination for partner engagement. Guide units and offices on partnership strategies, proposal writing, and best practices; update programming portfolios and funding needs. Maintain up-to-date donor intelligence on social protection and promote organizational use of key information systems. Coordinate the Social Protection Trust Fund, managing donor relations and reporting. Manage the social protection partnerships portfolio, including partner profiling, data analysis, and outreach planning to maximize opportunities. Support corporate dialogue through high-level consultations, highlighting strategic opportunities and presenting recommendations to senior management. Assist in designing partnership proposals, negotiations, and agreements, ensuring partner visibility and compliance. Support positioning of social protection portfolios with governments and institutions, sharing insights and advising on engagement strategies. Perform other duties as required. QUALIFICATIONS AND EXPERIENCE : Education : Advanced degree in International Development, Economics, International Relations, Social Protection, or related fields. Experience : At least 8 years in partnership roles. Knowledge and Skills : Expertise in social protection policy, financing, and programming. Understanding of government and organizational strategies, policy formulation, and influence levels. Experience in developing multi-stakeholder partnerships and organizing advocacy events. Proven ability to build long-term relationships and expand engagements across sectors and geographies. Experience in resource mobilization, negotiations, and advising on resource strategies. Data-driven decision-making skills and external messaging development. Contributions to system improvements and partner intelligence platforms. Languages : Fluency in English (Level C); knowledge of Spanish, French, or Arabic is a strong asset.
