Job Description

The Council of Bureaux (COB) is the managing organisation of the International Motor Insurance 'Green Card' System. Operating under the United Nations' aegis, COB is closely involved with the EU institutions to improve the free movement of vehicles and the settlement of international motor accident claims. Its national Member Bureaux represent around 1500 motor insurers in 48 countries in Europe, North Africa and the Middle East. COB also offers secretarial services to the Guarantee Funds, Compensation Bodies and Information Centres established in the Member States of the European Economic Area. COB is looking for a Risk & Monitoring Coordinator to work at its Secretariat on Avenue Louise, Brussels. Job description The Risk & Monitoring Coordinator will work full-time as a member of the COB team composed of 15 colleagues. Under the overall authority of the Managing Director, s/he will work within the Risk & Monitoring and IT department. The department is coordinated by the Risk & Monitoring and IT Manager and also includes two IT Coordinators. S/he will monitor the financial stability of the whole MTPL Green Card System and its Member Bureaux/markets. S/he will provide general support to the work of various committees and working groups active within the COB system. S/he will be expected to deliver in-depth statistical analyses and reports to support decision-making within the team, relevant committees and working groups and the wider Membership. In order to achieve his/her tasks, s/he will be required to travel mainly in Europe from time to time. To start ideally July-August 2024 Risk monitoring Identify, describe and estimate the risks affecting the financial stability of the MTPL Green card system. Analyse and monitor the risk profile of each individual Motor Insurance Bureau, as well as the financial and risk profile of relevant markets. Collect and communicate relevant financial news both internally and externally. Financial analysis Perform in-depth analyses of available quantitative and qualitative data (financial and statistical), prepare and communicate reports to various stakeholders to support decision-making. Organise and coordinate internal and external data collection procedures (questionnaires, statistics, etc.) to complement the needs of the organisation for comprehensive and reliable statistical data, analyse the available data on periodic and ad hoc basis. Make use of existing financial stability assessment tools and procedures; contribute to their continuous adaptation to the needs of the organisation. Committee and working group support Act as main coordinator for the Monitoring Committee meetings: preparation of agenda and supporting documents, oral reporting, drafting and circulating minutes, producing questionnaires, financial and technical analyses and information materials. Collaborate with IT and legal colleagues in contributing to the Supervisory Board and other committees and/or working groups upon the needs of the organisation Profile Degree in economics, management, business engineering or comparable. Prior experience in similar field is desirable but not a must. Strong knowledge of statistics and good statistical analysis skills. Advanced knowledge of Microsoft Office products and strong skills in Excel. Knowledge of Power BI is an asset, knowledge of SQL or database management tools is highly appreciated. Strong ability to perform in-depth technical analyses based on quantitative as well as qualitative data, a good level of mastery in communicating professional (technical) findings to a wide range of stakeholders based on their profile and needs for information. Good understanding of risk management processes and standards, especially in MTPL insurance and in complex international environments. Experience in a legal or insurance related environment or an international organisation is an asset. Experience within the MTPL insurance industry is valued. Excellent written and oral skills in English, working proficiency of French would be an asset – knowledge of any other language is a plus. First-rate communication skills (both oral and written) with a high sense of diplomacy. Eye for detail with a problem-solving attitude. Excellent organisational skills and professional and proactive attitude. Good social and interpersonal skills: ability to work as part of a small team but also independently.
