Summary

The National Democratic Institute for International Affairs (NDI) seeks a Chief of Party for the USAID Georgia Information Integrity Program. The goal of the program is to enhance Georgian efforts to advance the integrity of the information space and build societal resilience in the face of disinformation and propaganda campaigns. This effort will seek to build upon existing efforts in the country, build a sustainable community of stakeholders to coordinate counter-disinformation efforts and maximize impact, and to strengthen capacities to pursue more data-driven, effective and measurable approaches. Hiring will be contingent upon award of the program.

The ideal candidate possesses at least ten years of in-depth knowledge and professional experience encompassing the fields of disinformation, research, digital communications, politics, and international democracy assistance in the Eurasian context, with knowledge of Georgia highly preferred. S/he will have a demonstrated ability to build relationships and foster collaboration among partners from a broad range of sectors, and a record of solid performance in designing, implementing and assessing high-performing assistance programs.

Essential Responsibilities
• Provide strategic and operational leadership in the design and implementation of the Georgia Information Integrity Program.
• Provide day-to-day management and oversight of local professional and support program staff.
• Cultivate and maintain relationships with key partners within political parties, civil society, local and national government, the diplomatic and donor community, and the private sector.
• Oversee the development, review and timely submission of program-related materials, including regular reports that describe activities, and measure and evaluate program results.
• Ensure program compliance with donor requirements with regards to work plans and performance monitoring plans, and report on political developments in Georgia that may affect program outcomes.
• Ensure program adherence to NDI-DC, donor/funder, and Georgian government policies and procedures and be responsible for the integrity of all financial transactions.

Qualifications
• Minimum ten (10) years substantive experience in disinformation and politics in the Eurasian context, including expertise on the role of information in shaping attitudes and behaviors.
• Master's degree or higher in a field of study related to political science, international studies, or other relevant fields highly preferred.
• Demonstrated ability to coordinate a broad and diverse set of actors and maintain effective working relationships with partners in civil society, politics, government, legislatures, the private sector, tech platforms, academia, donors, the international community, and other in-country and foreign experts.
• Substantial project management or equivalent leadership experience.
• Personnel management experience, including a record of successful management of a staff; team leadership, and demonstrated commitment to team work.
• Experience in program management, especially implementing programs funded by USAID.
• A record of solid performance in program design, implementation, and monitoring and evaluation skills.
• Capacity for innovation and creativity in designing, adapting and implementing democracy assistance programming.
• Strong analytical skills and ability to understand complex political dynamics;
• Ability to communicate and adapt skills and experience to others as a trainer, advisor and consultant.
• Excellent interpersonal and communications skills, with demonstrated ability for public speaking, writing and reporting in English.
• Experience living and working in Eurasia, particularly in Georgia. Georgian language skills desirable but not required.
• Ability and willingness to travel to regional locations that may be remote and difficult to reach.
• Experience with Google Apps (Gmail, Calendar, Google Drive, G+, etc.) is a must, as well as familiarity with protocols for the secure storage and sharing of information (cyber hygiene).
