Job Description

The National Democratic Institute for International Affairs (NDI) seeks a Resident Director/Resident Senior Director to manage and implement democracy assistance programs to enhance the accountability and effectiveness of elected bodies and political organizations in Georgia. Specific areas of focus include 1) expanding communication between elected representatives and their constituents and citizen groups, 2) improving how national and local levels of government coordinate, and how parties and elected officials receive and use citizen input, and 3) increasing the capacity of government bodies to develop and conduct oversight of evidence-based public policy that is responsive to citizen concerns. The ideal candidate has 14-20+ years of experience as a political practitioner at the local and national levels, solid managerial and communications skills, and demonstrated capacity for astute political analysis and judgment. The position is based in Tbilisi and requires regular travel throughout the country. This position will have supervisory responsibility for the design and implementation of all NDI programs in Georgia, including assistance to local and national elected officials and their staff, election observation, promoting inclusion and participation of traditionally underrepresented groups, supporting civic initiatives at the local and national level, and developing and applying public opinion research. The Resident Director will represent NDI to the government of Georgia, the US and UK Embassies and other key partners, including USAID, DfID, NED, and other members of the diplomatic community, and local and international media outlets and non-governmental organizations (NGOs). The Resident Director is responsible for the overall office management, including staff and the integrity of the office's spending and financial reporting. Close coordination is expected with NDI-Washington headquarters, including day-to-day contact with the Washington-based staff that provides oversight and support for field activities. Essential Responsibilities

· Oversee, in collaboration with Tbilisi-based and Washington-based staff, the design and implementation of NDI's programs and consultations with partners in national and local government, parliament and local councils, political parties, and civic leaders;

· Provide day-to-day management and oversight of local professional and support staff in the field office;

· Maintain relationships with key partners in civil society, government and the donor community;

· Provide needs-based trainings/consultations for political parties, CSOs, national and local government representatives and other stakeholders

· Oversee the development, review and timely submission of program-related materials, including regular reports that describe activities, measure and evaluate program results. Ensure program compliance with donor requirements with regards to work plans and performance monitoring plans, and report on political developments in Georgia that may affect program outcomes;

· Ensure office adherence to NDI-DC, donor/funder, and Georgian government policies and procedures and be responsible for the integrity of all financial transactions.

· Develop fundraising strategies with donors to help raise additional funds in coordination with the NDI Washington staff.

Required Experience

· Minimum Bachelor's degree or equivalent in a field of study related to political science, public administration, international development, or international affairs; graduate degree desired.

· For Resident Director, minimum fourteen (14) years substantive political experience, including working for elected legislative and/or parliamentary bodies, political parties, and/or politically active non-governmental organizations. For Resident Senior Director, minimum twenty (20) years of same.

· Practitioner expertise in three or more of the following areas: parliamentary strengthening; election observation; civic advocacy and political process monitoring; gender and inclusion; political party development; public opinion research; and, coalition and consensus building;

· Experience in program management, especially implementing programs funded by USAID and non-USG donors. Candidates should possess a record of solid performance in a management background, including program design, implementation, and monitoring and evaluation skills, as well as effective personnel management, team leadership, and demonstrated commitment to team work; the ideal candidate also possesses capacity for innovation and creativity in designing, adapting and implementing democracy assistance programming;

· Strong analytical skills and demonstrated ability to work effectively with senior political and civic leaders as well as members of the donor and diplomatic community. Ability to work with competing political groups and understand complex political dynamics is key.

· Track record of securing funding from US government and non-US government sources;

· Ability to communicate and adapt skills and experience to others as a trainer, advisor and consultant;

· Excellent interpersonal and communications skills, with demonstrated ability for public speaking, writing and reporting in English. Strong media relations experience highly desirable.

· Experience in living and working overseas and an ability to work in a transitioning political environment is highly desirable, particularly previous experience in former Soviet/Eastern bloc countries.

· Ability and willingness to travel to regional locations that may be remote and difficult to reach

· Experience with Google Apps (Gmail, Calendar, Google Drive, G+, etc.) is a must, as well as familiarity with protocols for the secure storage and sharing of information (cyber hygiene)

Comments Job Location: Tbilisi, GEORGIA NDI does not pay for applicants to travel to Washington for in-person interviews. Salary is commensurate with experience.
