Job Description

The National Democratic Institute for International Affairs (NDI) seeks a Resident Director to implement programs to promote citizen participation in the political life of Belarus by strengthening political parties and movements as well as supporting a major online political discussion platform, through civil society organizations, media and political parties. The ideal candidate possesses practitioner knowledge in areas such as strategic planning, organizational development, communication and media relations, using online tools for communication, use of voter databases, membership recruitment, candidate and debate training, advocacy and citizen outreach. Previous international experience a strong plus.

This position is based in Vilnius, Lithuania, from which NDI operates its Belarus program remotely, and reports to NDI's DC-based Regional Director for Eurasia. Some travel in the region and to Washington, DC will be required.

Please note that this hire is contingent on USAID approval.


· Oversee the design and implementation of training programs and consultations for political parties and civic and political activists

· Conduct training's and consultations in Lithuania with civic and party leaders

· Provide technical assistance to large subgrantee in managing and expanding online political discussion and communications platform

· Provide day-to-day management and oversight of local and expatriate program staff in the field office

· Represent NDI and maintain relationships with key partners in civil society, governments (including embassies) and the donor community in Belarus, Lithuania, and Washington

· Oversee the development, review and timely submission of program-related materials, including regular reports that measure and evaluate program results, and reports on political developments in Belarus that may affect program outcomes

· Ensure adherence to NDI-DC and relevant host-country policies, procedures and local law, as well as adherence to funder/donor regulations, ensuring the integrity of all financial transactions

· Coordinate and collaborate closely with DC-based program staff


· Bachelor's degree in a field of study related to political science, international development, or international affairs or related subject; Additional years of experience may be substituted for educational requirement on a one-for-one basis

· Minimum fourteen (14) years of progressive substantive political practitioner experience. This may include working as senior staff for parliamentarians/Members of Congress, and/or senior managerial roles within political parties, politically active non-governmental organizations, or campaigns. Experience with online outreach and communication highly desirable

· Experience in program design, management, and evaluation. Experience implementing USAID-funded programs highly desirable

· Demonstrated ability to work effectively with senior political and civic leaders as well as members of the donor and diplomatic community

· Ability to communicate political skills and experience to others as a trainer and advisor

· Strong oral and written communication skills in English

· Inclusively lead and develop talents of a multinational local staff

· International experience and the ability to work in a challenging environment is strongly preferred, as is previous experience in former Soviet/Eastern bloc countries
