Job Description

The National Democratic Institute for International Affairs (NDI) seeks aMonitoring, Reporting and Compliance (MRC) Manager to join the Monitoring, Evaluation & Learning (MEL)team, which is a small, DC-based program support unit for NDI worldwide. In collaboration with the MEL Director, the MRC Manager will manage the MEL team's technical response and support to regional and field staff throughout the project cycle and across the globe. The objectives of the MRC Manager position are:

1. To ensure that the Institute is in compliance with donors' M&E requirements for sound program design, monitoring and reporting

2. To oversee the establishment and utilization of an online M&E Indicator Database

3. To oversee the development of technical guidelines, resources, tools and training for NDI staff to comply with donor requirements and utilize sound M&E systems

4. To contribute to organizational policy discussions as they relate to donor compliance, M&E data and staff capacity development in M&E

The position is a management position and will liaise with other institutional units to ensure that programs meet USAID and other donor requirements for program monitoring, data quality and utilization, reporting and collaborative learning and adaptation (CLA). This position has supervisory responsibilities. Responsibilities:

1. To ensure that the Institute is in compliance with its donors' M&E requirements for sound program design, monitoring and reporting, the MRC Manager will be responsible for managing the MEL team's technical assistance to regional teams. This includes:
o assessing regional team requests for MEL technical assistance, using a case management and tracking system

o designing complex democracy assistance programs and developing high quality M&E plans, logical frameworks, SMART indicators, performance monitoring plans, M&E narratives and budgets

o establishing donor-required baselines for both performance and comparative data; and setting up sound M&E systems in the field

o collecting indicator data, ensuring data quality standards, analyzing both qualitative and quantitative data; and using data for learning and adaptation;

o systematically monitoring and documenting critical assumptions and risks in the operating environment

o reporting on evidence-based progress toward results

2. To oversee the establishment and utilization of an online M&E Indicator Database, the MRC Manager will manage the MEL staff to:

o establish Standard Operating Procedures to institutionalize the online M&E database

o operationalize standard indicators; data entry protocols; create internal guidelines and resources for indicator data collection, management and entry; and in ensure data security and confidentiality

o support quantitative analysis and visualization of data for donor required midterm evaluations

o provide statistical support for quarterly and annual and other project reporting requirements

o analyze and visualize data and information for donor mechanism reporting; NDI's programmatic insights, global trends, strategic planning, fundraising and evidence-based narratives and success stories

3. To oversee the development of technical guidelines, resources, tools and training for NDI staff to comply with donor requirements and utilize sound M&E systems, the MRC Manager will manage MEL staff to:

o develop of a Standard Operating Manual for establishing M&E systems that straddle the field and HQ

o develop an online training curriculum and learning resources for NDI staff

o deliver a training series on M&E systems, compliance and reporting requirements to program teams in DC and the field

4. To contribute to organizational policy discussions as they relate to donor compliance, M&E data and staff capacity development in M&E, the MRC manager will:

o liaise with NDI administrative teams, vendors and consortium partners to develop and rollout an online M&E database

o liaise with NDI administrative teams to establish policies and procedures for compliance with donor M&E requirements for large funding mechanisms

o engage in internal policy discussions with senior staff to integrate the online M&E database into NDI's programmatic practice and support staff capacity to utilize the database at multiple levels of the organization


* Bachelor's degree in social science research or related subject. Additional years of relevant work experience may be substituted for educational requirement on a one-for-one basis

* Minimum 8 years experience required with 5 years direct M&E experience. This includes experience in:

o designing, managing, monitoring, evaluating and reporting on domestic and/or international development programs. contributing to sound monitoring and reporting strategies as part of the proposal development process for projects related to democracy, human rights, and governance

o developing and operationalizing SMART indicators for challenging contexts
setting up and maintaining monitoring and reporting systems in diverse and challenging environments.

o quantitative data analysis and visualization

o training program staff in performance monitoring and reporting, including database skills and data analysis

* Minimum three (3) years experience in managing and/or supervising technical M&E staff, coordinating across institutional teams to operationalize new organizational initiatives

* Experience with programs and/or initiatives relevant to NDI's work in citizen participation, women's political participation, youth, political parties, elections and/or legislative affairs a plus

* Familiarity with donor M&E requirements, including USAID, State Department and European donors

* Demonstrated knowledge and/or competency in program design, monitoring, reporting and evaluation

* Demonstrated ability in establishing performance monitoring systems including:managing policies and procedures for routine monitoring, reporting and use of data for program management, adaptation and improvement; database development skills strongly desired

* Demonstrated ability to manage data quality assurance policies and procedures appropriate to the type of data, data sources and financial resources available, including providing guidance and support in data auditing

* Demonstrated ability to guide the design and implementation of data management and retrieval systems (i.e., databases); provide guidance on ethical standards for data confidentiality and security

* Demonstrated understanding of USAID M&E and CLA requirements

* Excellent quantitative analysis and data visualization skills

* Demonstrated analytical abilities in descriptive and/or inferential statistics including use of statistical software (SPSS,STATA, etc)

* Demonstrated ability to utilize databases (Access, Salesforce, etc)

* Strong problem solving and critical thinking skills and ability to draw evidence-based conclusions

* Excellent interpersonal skills and cultural sensitivity to effectively interact with all levels of staff, US and foreign government personnel, members of donor organizations, funders, and policy makers

* Ability to lead, inspire and motivate staff in the use of new concepts, tools and processes

* Ability to provide hands-on guidance and technical assistance

* Excellent oral and written communication skills to effectively present information and respond to questions

* Capacity to work both independently and as a member of a team

* Smooth multi-tasking among multiple responsibilities

* Working knowledge of PC-based and Google word processing and spreadsheet applications

* Foreign language ability applicable to one of the regions where NDI works

* Ability and willingness to travel at least four times a year to regional locations, which are often remote and difficult to reach
