Visionary Consulting Partners seeks a Relationship Manager to support USAID’s Development Credit Authority (DCA). Duties will be performed in Washington, DC. Performance starts on/about September 25, 2018 through August 24, 2019. Development Credit Authority (DCA) structures and issues partial credit guarantees to encourage private capital lending to creditworthy but underserved borrowers throughout the developing world. These guarantees, which typically cover 50% of realized loss, enable USAID to leverage private sector wealth for sustainable economic development. Since 1999, the DCA has supported over 574 risk-sharing guarantees and has made available over $5.4 billion in private financing to more than 272,000 entrepreneurs around the world. The guarantee is a flexible tool that can be applied to a wide range of development projects and are available to virtually any type of lender seeking to deploy debt capital into the markets in which USAID programs operate.

The selected candidate will join the DCA office to further develop the DCA portfolio. The position will be based in Washington DC, and will include travel to any of the following regions: Asia, the Middle East and North Africa, Europe and Eurasia, and Latin American and the Caribbean. The relationship manager will specialize in proactive and continuous engagement with financial partners, USAID missions and U.S. embassies, technical assistance programs and other stakeholders to achieve USG development objectives. The overarching aim of the position is to ensure that DCA’s financial partners successfully adopt DCA loan guarantee programs, ensuring improved implementation, utilization, and impact. The relationship manager’s core responsibilities will be:

• Territory Management: This is a high profile position within the DCA office. The successful candidate will need to be able to influence banks, micro-finance institutions, and other lenders to utilize the DCA guarantees to lend to productive economic sectors. This requires significant business acumen and the ability to strategically prioritize from a vast set of transactions across various countries and various economic sectors.
• Primary Knowledge Source of Portfolio Activity: Design, innovate, and maintain platforms for measurement, tracking, and presentation of portfolio performance. Maintain a fluent knowledge of historic guarantee portfolio performance and reasons behind success and failure, utilization levels, impacts achieved, etc.

• Regular Communications with Guarantee Implementation Stakeholders: Continuous and proactive communication through phone calls, e-mail, video conference, and in-person meetings to ensure quality, consistency, understanding, and effectiveness with all stakeholders involved in guarantee implementation. Special attention will be required for partners with underperforming guarantees.
• On-boarding of All New Guarantee Partners: Support on-boarding and introductory process of new guarantee partners to ensure that that DCA process, roles, and responsibilities are understood by all relevant stakeholders.
• In-person Visits to the Field: The relationship manager is expected to work from the field at least 8-10 weeks per fiscal year to manage field relationships, perform in-person stakeholder meetings, hold DCA training sessions, on-board new partners, deliver advisory and technical assistance services, and support DCA’s knowledge management platforms and communication services.
• USAID Mission Technical Assistance (TA) Advisory: Create and maintain a TA resource guide and design, innovate, and maintain additional resources/mechanisms to train and advise field missions and implementing partners on both best practices and practical program design for technical assistance interventions as they relate to access-to-finance and guarantee implementation.

• Compliance Unit Collaboration: Hold weekly meetings with the relevant regional Compliance Officer providing compliance management, database management, and portfolio risk management to exchange information regarding the portfolio.

• Thought Contributor: Support the Agency at conferences and workshops on development finance and best practices related to DCA activity. Support ongoing cross-stakeholder engagements and manage networks of guarantors, financial partners, participating implementing partners, and others.

Expected Deliverables Include:
• Lead the design of relationship manager platform with support from investment officers, the compliance officers, and field mission points of contact (POCs) including technical officers, Contracting Officer Representatives (COR), and implementing partners, and ensure they meet federal credit policy requirements.
• Provide training on key guarantee processes and other critical elements such as understanding key guarantee terms and conditions, the claims process, Credit Management System (CMS) reporting, etc. to stakeholders and maintain a current network of all related guarantee POCs to keep continuous contact through stakeholder turnover.
• Using in-house or contracted expertise, develop and deliver tailored trainings to meet bank needs (e.g. cash flow analysis, risk analysis, market research and loan product development, marketing new products, etc.).
• Prepare, update, and maintain platforms for measuring and communicating guarantee performance, overall portfolio performance, intervention effectiveness, and lessons learned for internal and external audiences. These may include but will not be limited to presentations, peer reviews, Country Reports, Guarantee Close-Out Reports, Regional Briefers, a guarantor network, and others.
Co-lead the design and dissemination of useful communication materials, including training platforms, to stakeholders across the implementation process with the goal of increasing awareness and understanding of process and impact and to encourage improved utilization.

Preferred QUALIFICATIONS: MUST BE US CITIZEN. will have relevant international development experience and strong financial sector knowledge, relationship management skills set, including:
• An advanced degree in finance, economics, business, international development, or a related field.
• 4+ years of experience in development /finance or relevant experience in the financial sector.
• Experience in supporting development/finance projects in developing regions.
• An understanding of the opportunities and challenges presented in operating in developing regions.
• Proven business development and client relationship skills.
• Superior problem solving and critical thinking skills.
• Strong written and oral communication skills.
• Exceptional interpersonal and time management skills.
• Willingness and ability to travel internationally, sometimes under short notice.
• Foreign language skill in Russian and/or Spanish preferred
