M&E Learning Technologist

Job Description:

The National Democratic Institute for International Affairs (NDI) is seeking an M&E Learning Technologist to support M&E learning across NDI by developing and executing various learning and skills-building activities needed to design, monitor, evaluate and learn within NDI. The Learning Technologist supports the operationalizing MEL goals through developing participatory training materials and resources, facilitating training and workshops; developing e-learning curricula; and coordinating webinars with NDI's field staff. This position does not have direct reports.


Skills Building
• Teaches and facilitates interactive/participatory M&E skills building workshops for DC staff; coordinates distance learning program with field staff using participatory webinars and face-to-face workshops
• Develops M&E curricula, lessons plans, and work plans; develops and maintains e-learning modules for use on an online Learning Management System (LMS) for online M&E curricula
• Coordinates and maintains internal communication channels with current M&E topics; external communication technologies (Twitter, intranet newsletters, external website blogs)
• Documents and disseminates promising practice and lessons learned in M&E within and outside the Community of Practice
Resource Development
• Develops user-friendly M&E resources for democracy assistance programs for staff and partners
• Creates user-friendly guides, templates, and tools for program start-up in the field, including an M&E database
• Maintains and refines an online M&E portal, M&E toolbox, and interactive learning materials (i.e. blog, wiki, e-learning, online manuals), as well as track the use of online tools and resources
Data and Visualization
• Visualizes qualitative and quantitative M&E data and creates infographics for reports, tools and other communication materials
• Supports regional teams in the visualization of logframes
Organizational Learning
• Supports creative approaches of fostering organizational adoption of M&E best practices through participation, supporting, and/or coordinating related activities
• Supports innovative organizational learning approaches (e.g.: World Cafe) through participation, supporting, and/or coordinating related activities
Team Administration
• Coordinates MEL team systems including tracking requests, documenting team meetings and facilitating case management processes
• Coordinates administration, including guiding interns in the completion of their administrative work and event planning
• Supports grant writing, reporting and budget tracking
• Coordinates consultant agreements and invoices as appropriate
• Provides training and capacity building support in M&E to regional teams in DC and in the field on an as-needed basis
• Coordinates and liaises with NDI teams and partners in developing and utilizing a knowledge management systems for promising practice; and the application of evaluative learning
• Maintains distance learning platforms and utilize a Learning Management System (LMS) to track participant learning in M&E
Required Qualifications:
• Bachelor's degree in international education, adult learning pedagogy, community development, international affairs, liberal arts or related field required; a combination of education and experience in lieu of degree can be considered
• A minimum of three (3) years relevant work experience in any of the following areas: teaching, developing e-learning and distance learning curriculum and programs including training and/or teaching adult learners; creating visual, interactive, or informational media
• Demonstrated ability to use Information and Communication Technologies (ICTs) for data capture, collection and/or analysis
• Prior experience with distance learning authoring software and Learning Management Systems (LMS) or ability to effectively learn and use LMS system within a specific period of time
• Experience conceptualizing and creating user-friendly guidelines, manuals, infographics and learning materials for technical subjects
• Exceptional writing skills to effectively create clear and concise reports, manuals, strategies and/or guidelines
• Ability to provide hands-on technical assistance and guidance to a broad array of staff and partners
• Experience with coordinating events and execute webinars and training workshops
• Excellent interpersonal skills and cultural sensitivity to effectively interact with all levels of staff, US and foreign government personnel, members of donor organizations, funders, and policy makers
• Strong planning, organization, critical and strategic thinking and problem-solving skills
• Capacity to work both independently and as a member of a team
• Intermediate to advanced level with office suite products, Word, Excel, Powerpoint, etc or similar software
• Digital content creation software such as Adobe Creative Suite
Preferred Qualifications:
• Knowledge of e-pedagogy, participatory learning, organizational learning and adult learning theory
• Pursuing or recently completed a graduate degree
• Experience with Articulate 360 a plus
• Experience coordinating Communities of Practice, Communities of Learning or other collaborative learning initiatives a plus
• LMS software knowledge
• Quantitative data analysis (SPSS, STATA, R) or qualitative data analysis software (NVivo)

Position Type and Expected Hours of Work:

This is a full-time position. Core hours of work are Monday through Friday, 8:30 a.m. to 5:30 p.m however there may be flexibility depending on department needs. Occasional evening and weekend work may be required as job duties demand.


There is occasional international travel associated with this role. There may be occasional local travel but rare.
