Deputy Chief of Party-Iraq

Job Location: Baghdad, Iraq

Job Description:

IFES is a key member of the International Electoral Assistance Team (IEAT), working in Baghdad in support of the Independent Higher Electoral Commission (IHEC) of Iraq. The IEAT provides both advice and assistance to the IHEC across the full spectrum of areas of responsibility that the IHEC will need to administer the next election(s) in Iraq. IFES’ Iraq program focus on the following areas: (i) providing technical support to the IHEC to meet operational requirements and become a sustainable institution; (ii) providing capacity development and assistance to governorate electoral offices (GEOs); (iii) providing technical support to the electoral regulatory environment; (iv) analyzing lessons learned from the 2008-2010 election cycle; (v) providing limited emergency support for procurement of commodities and services for the IHEC.


The Deputy Chief of Party will support IFES Headquarters and the Chief of Party in project administration and in-country financial management. This position will also be responsible for ensuring compliance with IFES and USAID regulations. Finally, in coordination with the Chief of Party and DC support team, the Deputy Chief of Party will develop a monitoring and evaluation (M&E) plan at the outset of program implementation, collect data throughout the life of the project, and write corresponding reports.


Responsibilities will include assisting the Chief of Party with:
• Providing oversight of project financial management and reporting;
• Oversee management of procurement actions to ensure they meet USAID and IFES regulations;
• Developing the project’s monitoring and evaluation plan and subsequent data collection and reporting;
• Assisting Chief of Party to ensure timely execution of project activities within the allocated budget and overseeing specific project activities as directed/delegated by the Chief of Party;
• Serve as IFES representative when Chief of Party is not available;
• Personnel management;
• Ensuring that donor-specified reporting requirements are met in coordination with the DC-based program staff; and
• Tracking and coordinate staff movement and assist with security coordination.


The Deputy Chief of Party will also be expected to conduct other duties as assigned in the field and from Washington HQ.

Job Requirements:

• Minimum of 7 years of experience in international program management;
• Minimum of 2 years of overseas work experience in implementing an international democracy and governance program;
• Experience working in conflict or immediate post conflict environments;
• Masters degree in a related field preferred; Bachelor’s required;
• Previous experience working in a deputy role preferred;
• Proven track record of managing elections assistance or civil society projects in developing countries;
• Proven leadership, staff management, project administration, and financial management skills are required;
• Experience with monitoring and evaluation mechanisms;
• Experience with financial tracking programs, spreadsheets and forecasting tools;
• Experience with USAID Regulations;
• Solid and proven proposal development skills;
• Ability to travel frequently;
• Competency with Excel, Quicken, and Microsoft Project;
• Ability to manage and develop local relationships;
