Job Description:
Our client offers an array of professional services globally in the areas of civil, structural, mechanical, electrical and environmental engineering; program management planning; environmental sciences; cultural resources; information services; economics; and construction management and support. They have offices throughout the United States and in over 60 other countries, including England, France, India, Japan, Peru, the Philippines, Romania, Thailand and Turkey.
They are currently seeking a Site Construction Manager to manage various road construction projects in Afghanistan. This will be on a 12 month contract with the possibility of an extension.
The successful candidate will serve as the Resident Engineer on an assigned project, typically a large road construction project.
You will serve as the senior company employee at the project site and represent the company at site meetings with the construction contractor, client representatives, local government and tribal leaders, and others as the situation requires.
You will act in a professional manner at all times representing our client , USAID and the project team at a high standard of excellence in technical knowledge, leadership, and business ethics.
You will supervise the operations and activities of a construction contractor and ensure the contract requirements of quality, time and cost are met ensuring the quality and management reporting requirements are met for daily, monthly and incident reports, and project documentation meets the program QAQC requirements.
You will supervise site personnel such as engineers, materials technicians, office staff, logistical staff, IT and drivers and will coordinate closely with the on-site security subcontractor to ensure a safe and secure work environment is provided for employees and subcontractors.
You will also supervise the activities of all support subcontractors on-site such as logistics, food supply, janitorial and other support activities and will also manage a petty cash account fund and supervise the activities of a Project Accountant.

Job Requirements:
Knowledge and Skills:
You will be a Registered Civil or Highway Engineer with management experience in construction management and inspection projects with at last one major highway construction project involving the mobilization, set-up and operation of construction plant, equipment and materials.
You will have the ability to lead a multi-cultural staff in a stressful and demanding environment with little supervision.
You should possess knowledge of AASHTO, ASTM and FP-03 standards for construction materials testing and quality assurance required for highway and bridge construction
You should ideally be experienced working in international work environments in an ex- patriate status and have the ability to work in an austere and potentially dangerous work environment with a willingness to live full-time in a remote field camp location.
Experience of working on USAID projects and the ability to communicate in Dari or Pashto languages is highly desirable.
Finally you should have the ability to serve as the senior company representative at the project site in terms of work ethic, sound judgment and decision making, and professional initiative.
The salary is paid in US Dollars and is tax free for an Ex-Patriate employee. In addition to
the basic salary which will depend upon the candidates skill set and experience there are
various allowances payable which together give a generous uplift. In addition there is a
daily food / laundry allowance of $9 per day plus dental and medical insurance,
Defence Act insurance, life assurance and a pension (401k).
In addition employees have the use of a phone to call family and friends and the internet for e-mails etc.
Employees will receive 2 paid return economy flights per year and Mobilization and De-Mobilization flights are also paid for by our client.
