Chief of Party for Organizational Development

Job Description:

XLA is seeking a Chief of Party with Organizational Development expertise to oversee a project supporting the U.S. Agency for International Development (USAID) Mission for Uganda. This would be a long-term assignment based in Kampala, Uganda.

Primary Responsibilities:
- Providing strategic vision and overall leadership;
- Ensuring the provision of timely, relevant, high quality services from both Uganda-based long-term staff and incoming short-term consultants;
- Serving as the primary point of contract with USAID/Uganda on day-to-day basis for contract implementation and management;
- Supervising the work of all personnel assigned to project-related tasks;
- Ensuring timely information on the progress and status of all project activities, including but not limited to the timely delivery of required reports in forms agreed to with USAID/Uganda;
- Ensuring the USAID-compliance and integrity of Contract operations.

The COP will also have responsibility for:
- Conceptualizing, delivering, and arranging for the delivery of high quality leadership and organizational development interventions for USAID/Uganda, its Implementing Partners (IP) and other stakeholders;
- Helping to facilitate USAID/Uganda’s internal and external collaboration;
- Providing and arranging for the provision of organizational development support that will ensure that USAID/Uganda’s suite of direct service providers (support contractors) are operating collaboratively and productively; and
- Ensuring (through the Offeror’s philosophies, approaches and behaviors) that Contract operations model the iterative, flexible, adaptive management way of doing business that USAID/Uganda seeks to achieve and promote among its IPs, counterparts and other stakeholders.

- Bachelor’s degree in organizational development, adult learning or a related field; Master’s degree preferred
- Seven years’ or more experience in a management position; five years with a Master’s degree
- Experience living and working in developing country environments, preferably in sub-Saharan Africa;
- Demonstrated leadership in the management of similar size international donor-supported programs with skills in organizational development; adult education, coaching and/or counseling; oral and written communication; and facilitation;
- Demonstrated skills in building, mobilizing, and leading multidisciplinary teams;
- Highly developed management skills, particularly skills in adaptive management;
- Experience managing USG-issued contracts or otherwise demonstrated knowledge of
USG Federal Acquisition Requirements;
- Excellent communication and interpersonal skills;
- At least three professional references from supervisors, subordinates and/or clients attesting to the candidate’s record of success in leading and managing relevant projects and/or programs.
